In the first COE bidding exercise of October 2025 after a three-week interval, Cat A closed at $128,105; Cat B closed at $141,000; Cat C closed at $74,301; Cat D closed at $9,810; while Cat E closed at $140,009.

Cat A (car up to 1600cc & 130bhp, and EV with up to 110kW) received 2,572 bids for 1,268 COEs and its premium climbed by $9,102. Category A COE closed at $128,105.

Cat B (car above 1600cc or 130bhp, and EV with more than 110kW) received 1,202 bids for 830 COEs and its premium climbed by $4,110. Category B COE closed at exactly $141,000.

Cat C (goods vehicle and bus) received 424 bids for 274 COEs and its premium increased by $1,800. Category C COE closed at $74,301.

Cat D (motorcycle) received 630 bids for 533 COEs and its premium increased by $601. Category D COE closed at $9,810.

Lastly, Cat E (all vehicles except motorcycle) received 472 bids for 259 COEs and dipped by $493. Category E COE closed at $140,009.

Motor traders are feeling the pinch, and there will be no “10.10” COE sale for new car buyers.

Anthony Teo, managing director of Vantage Automotive which distributes BYD and DENZA in Singapore, told Motorist: “I expected COE Cat A to go up because of the three-week break. With the announcement of the incentive reduction for BEV and hybrid, those orders collected this year will have to be fulfilled by this year. If not, the dealers will have to absorb the difference if they push the orders to next year.”

Lee Hoe Lone, managing director of Premium Automobiles which represents Zeekr, Xpeng, DEEPAL and AVATR in Singapore, told Motorist: “I expected prices to go up, but Cat A jump is surprisingly high. Future prices will also depend on when Government announces the COE allocation and quantum of supply.”

Now for the million-dollar question: Will quota premiums continue to climb or start to stabilise?

Ng Choon Wee, commercial director of Komoco Motors which retails Hyundai, replied: “There is still a chance that COE prices will continue to climb till year-end, especially with so many new brands in the market chasing after market share.”

Jason Lim, MD of BMW authorised dealer Eurokars Auto, responded: “I think the premiums will remain at these levels, as there is still a backlog to clear after Cars@Expo and whatever existing order bank.”

Vantage Automotive MD Anthony Teo felt that “the COE premiums won't come down, unless Government increases the COE quota substantially for the next quarter.”

Nicholas Wong, CEO of Honda authorised agent Kah Motor, told Motorist: “I expect bookings to drop soon.”
