Vehicle owners who take up the Early Turnover Scheme (ETS) will not have to bid for a new COE. ETS replacements are deducted from the total number of deregistrations. While this leaves fewer Category C COEs available for bidding, demand for Category C COEs would also have decreased correspondingly by the number of replacement vehicles.
