LTA introduces access code for motor dealers and relevant service providers to obtain certain vehicle information such as paper value
The new “Request Access Code” method mandated by Land Transport Authority is more secure than sharing the last four characters of one’s NRIC and applies to three specific OneMotoring digital services with effect from 30 June 2025.
Two of the services are commonly used for necessary online enquiries by dealers and service providers (with permission from the vehicle owner) for the purpose of vehicle-related transactions, such as Motorist-assisted buying/selling/financing of used cars.
According to LTA, this move strengthens the cybersecurity of its OneMotoring Digital Services while ensuring a seamless user experience. However, some motorists and most motor-tradespeople might feel that the tradeoff for the stronger online security is an additional “seam” in the process of enquiring about the PARF/COE rebate or transfer fee for a registered vehicle.
These enquiries are usually made by dealers and vendors in the motor trade who need the vehicle information for legitimate wheeling-and-dealing, which includes price negotiations between buyer and seller when buying/selling used cars, determining their market or trade-in value, and facilitating loan applications.
Here is the three-step process for a vehicle owner to request an access code for nominated third parties such as motor dealers and Motorist to retrieve the applicable vehicle information:
1. Go to LTA OneMotoring website, click “Request Access Code” (which will be right under “Popular Digital Services”) and log in with your Singpass.
2. Select your vehicle (registration number) under “Vehicle Details” and fill in the “Recipient Details” section if you are nominating someone (e.g. a dealer or a Motorist team member) who is helping with your vehicle transaction. Key in his/her mobile number (with/without optional email address), tick the box for reading/agreeing to the terms and conditions, and then click “Request Access Code”.
3. The system will generate/display the requested six-digit access code on screen and also send it via SMS to the mobile number inputted earlier, plus an automated email message if it was provided in the previous step.
The access code is valid for up to 14 calendar days or until it is revoked by the vehicle owner (via the OneMotoring portal, as always).
During the validity period for the access code, it can be used by the nominated recipient any number of times to check the transfer fee or the so-called paper value of a vehicle, which comprises the minimum PARF (preferential additional registration fee) and remaining COE (certificate of entitlement).
Generally, the rebates for PARF (only for cars not more than 10 years old) and unused COE are inversely proportional to the age of the car when it is deregistered - the younger it is when taken off the road, the higher the rebates. The rebates can be encashed or used to offset various new-car taxes and fees.
As for the access code-enabled LTA digital service which allows vehicle owners to enquire about the PQP (prevailing quota premium) payable for Category C Early Turnover Scheme (ETS), this is only applicable to fleet operators and business owners with eligible commercial vehicles, rather than individual private-car owners.
In any case, the Cat C ETS for light commercial vehicles ended on 31 March 2025 and the same LTA-NEA eco-friendly scheme for diesel-powered heavy commercial vehicles (including older buses) will end on 31 December 2025.
