​LTA SingPass Vehicle Transfer and Deregistration: A Step-by-Step Guide

Here’s a step-by-step guide on how to perform LTA vehicle-related transactions with your SingPass. Transaction Pins (TPINs) will no longer be needed from 26 November 2018.

To better align with Singapore’s vision of being a Smart Nation, the Land Transport Authority (LTA) will be doing away with Transactions Pins (TPINs) for the following LTA vehicle-related transactions: Transfer of Vehicle Ownership, Transfer of TCOE, Transfer of Rebate, and the Deregistration of Vehicle.

Previously, a TPIN was necessary to sell, deregister and transfer your vehicle. It was also needed to make changes to your vehicle’s Preferential Additional Registration Fee (PARF) or Certificate of Entitlement (COE) rebates.

Now, instead of the TPIN, vehicle owners and businesses will need to use their SingPass 2FA to confirm and complete these transactions.

In this step-by-step guide, we’ll show you the process of completing vehicle transactions with this new SingPass 2FA system. Kindly note that the OTP for the 2FA system can either be generated through the OneKey Token or SMS via mobile phone.


Transfer of Vehicle Ownership

Seller (Vehicle Owner) Transfers Vehicle to Buyer (Next Owner)

  1. Seller to log into One Motoring account (via SingPass).
  2. Seller to use the ‘Apply to Transfer’ function to initiate vehicle transfer to Buyer.
  3. Upon submission, an SMS will be sent to the Seller to notify them of the transaction. The Seller can still cancel the transaction before the Buyer accepts the transfer.
  4. An SMS will also be sent to the Buyer to notify them of the transaction.
  5. The Buyer can then log into One Motoring (via SingPass) to confirm or reject the vehicle transfer within the next 5 calendar days.
  6. If the vehicle transfer is successful, a confirmation SMS will be sent to both Seller and Buyer.


Deregistration of Vehicle

For Registered PARF Eligible Vehicle

  1. Owner to log into One Motoring account (via SingPass).
  2. Owner to use the ‘Apply Vehicle Deregistration’ function to deregister vehicle online.
  3. If Disposal via Scrapyard/EPZ,
    1. Owner to send the vehicle to the Scrapyard/EPZ within 1 month.
  4. If Disposal via Export,
    1. Owner to use the ‘Upload Disposal Document’ function to upload Export document within 1 month.


For Registered Non-PARF Eligible Vehicle

  1. If Disposal via Scrapyard/EPZ,
    1. Owner to log into One Motoring account (via SingPass)
    2. Owner to use the ‘Apply Vehicle Deregistration’ function to appoint 3rd-party to send vehicle to Scrapyard/EPZ
    3. Owner to authorise 3rd party to deregister vehicle at Scrapyard/EPZ.
  2. If Disposal via Export,
    1. Owner to log into One Motoring account (via SingPass)
    2. Owner to use the ‘Apply Vehicle Deregistration’ function to upload disposal documents.
    3. LTA will deregister the vehicle upon accepting the disposal documents.


For Deregistered PARF/Non-PARF Eligible Vehicle

  1. If Disposal via Scrapyard/EPZ,
    1. No change to current process
    2. Owner to send vehicle to the Scrapyard/EPZ within 1 month.
  2. If Disposal via Export
    1. Owner to use the ‘Upload Disposal Document’ function to upload Export document within 1 month.

For deregistration of vehicle, no hardcopy documents need to be sent to LTA.


Other Things to Note

You Will Need Your SingPass/CorpPass to Perform All Vehicle-Related Transactions

If you or the next owner are not eligible for SingPass/CorpPass, both parties have to personally complete the transaction at LTA’s counter.


You’ll Have 5 Calendar Days to Confirm/Cancel Any Transaction

If the transaction is not confirmed after 5 calendar days, it will be automatically cancelled. Similarly, you also have 5 calendar days to cancel the transaction if the next owner has not logged in to confirm the transaction.


When Will The New SingPass/CorpPass System Kick In?

The new SingPass/CorpPass system will take effect from 26 November 2018. All TPINs will be invalidated by the end of 25 November 2018.

You can continue to use the TPIN for vehicle-related transfers before the end of 25 November 2018.


Why Must the Next Owner Log In to Confirm/Reject any Transaction?

According to LTA, this process is necessary to prevent any unauthorised transactions.


How Will I Know if My Online Transaction was Successful?

Both you and the next owner should receive an SMS notification upon the completion of a successful online transaction. You can also view the status of your transaction on One Motoring.


The Next Owner (Buyer) Has to Pay the Transfer Fee

The transfer fee only needs to be paid if the transaction is successful. Both you and the next owner should factor in the transfer fee in the sales price of the vehicle/asset.


I Made a Mistake in My Application, Can I Amend it?

Unfortunately, you can’t. You will need to cancel your application and submit a new application.
