What is the best decision to do if happen there is a cyclist riding on the left lane double yellow line, and you are driving behind him and wish to overtake BUT the cyclist sway out a little away from the double yellow line (but still riding straight) and there are one cars behind you with another car beside the car behind you in the next lane?

Give way to the cyclist, slow down, before over taking the cyclist
